Epoxy resins , with their UV-absorbing aromatic groups, are at risk of UV degradation if UV light interacts with oxygen to produce radicals. For repair, I’d recommend the easy composites resin and hardener from their fishing rod repair kit (available separately) and a bunch of small pieces of sample fabric along with shrink tape. Place the trimmed carbon fibre fabric into place and apply the epoxy mixture to it using a brush or equivalent. The videos I watched and written instructions that I read all emphasized taking the time to thoroughly mix the two.

Providing the damage is not too extensive, such as in your case, and you understand and follow the process properly then there is no reason why you can't use this kit to repair a small area of damage on a carbon bike frame.
